The city outsourced the backlog testing of roughly 1,800 sexual assault kits to a Virginia-based lab, Bode Technology, in 2020, spurred by California Senate Bill 22, which mandated that departments test all the rape kits it had collected between 2016 and 2019 to address a statewide backlog.

In recent years, dozens of officers worked more than 1,000 hours of overtime annually. Experts say these levels of extra work can lead to accidents and poor decision making in use of force situations.

The FBI said investigators determined the threat was not credible and there was no viable threat to public safety.

The data provided by the department shows that police shooting numbers can fluctuate widely from year to year. In 2021, for instance, four San Diego police shootings occurred, followed by eight in 2022, nine in 2023 and three in 2024. The department acknowledged the inconsistencies.
