Despite concerns over a potential recession and pressure from the White House, the Fed won't lower interest rates this summer.

After jumping to a one-year high less than two weeks ago, 30-year mortgage rates have fallen five of the last seven days and are now down to early-May levels.

Mortgage rates fell across the board this week, breaking a four-week streak of increases. The average rate on the 30-year fixed-rate mortgage fell 12 basis points to 6.95% for the
